Latvia's Pro-Ukraine PM Kulbergs Wins 35% in Parliamentary Election
Latvian Prime Minister Andris Kulbergs' pro-Ukraine coalition won 35% of the vote in parliamentary elections Saturday, securing an estimated 42 seats and positioning him to lead coalition negotiations. The result reflects continued public support for NATO alignment and Ukraine aid, though coalition formation will be needed in the fragmented political landscape.
Quick Facts
- Parliamentary election held with 1,428 candidates competing for 100 seats
- United List won 35% of vote
- NATO reinforced Latvian airspace protection during voting
- Germany deployed four Eurofighter jets to Latvia
- Coalition negotiations to form new government began

Latvian Prime Minister Andris Kulbergs' centrist United List party won approximately 35% of the vote in parliamentary elections held Saturday, securing an estimated 42 of 100 seats in the Saeima. The election took place amid heightened security concerns over potential Russian aggression, with NATO reinforcing airspace protection during voting. Kulbergs' four-party coalition—comprising United List, New Unity, the National Alliance, and the Union of Greens and Farmers—emerged as the clear winner, with voter turnout exceeding 51%.
The election result reflects widespread public support for NATO alignment and continued military aid to Ukraine, a position broadly held across Latvia's political mainstream. Kulbergs, 47, a businessman and amateur rally driver, became prime minister in May after the previous governing coalition collapsed over its handling of stray drones suspected of Ukrainian origin. He campaigned on maintaining defense spending at approximately 5% of GDP and strengthening counter-drone capabilities.
However, the fragmented political landscape means coalition negotiations are required to form a new government. The far-right Latvia First party, which opposes restrictive tariffs on Russia, finished second with approximately 13% of the vote. The pro-Russian Sovereign Power party, critical of Ukraine aid and military spending, came third with around 12%. The Union of Greens and Farmers, part of the outgoing coalition, fell below the 5% threshold required for parliamentary representation.
Latvia borders both Russia and Belarus and is a key NATO member on the alliance's eastern flank. Western officials noted that concerns about potential Russian hybrid attacks—including sabotage, cyberattacks, and disinformation—have mounted in recent months. The Latvian State Security Service reported last week it had not detected significant systematic efforts by Russia to influence the election outcome. Germany deployed four Eurofighter jets to Latvia during the voting period as part of NATO's reinforced airspace protection.
Economic concerns, including cost of living, healthcare, and regional disparities, were also prominent issues for voters. Latvia's capital Riga has GDP per capita near the European average, while eastern regions such as Latgale face depopulation and economic decline. Despite these challenges, analysts noted broad consensus among mainstream parties on defense priorities and Ukraine support.

Why This Matters
Latvia, a NATO member bordering Russia and Belarus, held elections amid heightened security concerns over potential Russian hybrid threats. Kulbergs' coalition victory with 42 seats and strong mandate for defense spending at ~5% of GDP and Ukraine military aid reflects mainstream consensus on these priorities. Coalition formation is required to form government; far-right and pro-Russian opposition parties won 13% and 12% respectively, indicating fragmentation. NATO airspace protection was reinforced and Germany deployed fighter jets during voting, underscoring security preparations.
