Putin warns Russia will use all weapons to defend Kaliningrad if attacked
Russian President Vladimir Putin warned Thursday that Russia would use all weapons, including nuclear, to defend Kaliningrad if attacked. NATO rejected the warning as irresponsible nuclear rhetoric and reaffirmed its defensive posture, while Russia accused the West of preparing a blockade of the Baltic exclave.
Quick Facts
- Putin warned Russia will use all weapons to defend Kaliningrad if attacked
- Russia issued statements through embassies warning of NATO air and naval blockade preparations
- NATO conducted military drills in the Baltic Sea region
- Ukrainian drone strikes hit Russian oil refineries and naval vessels
- Western officials reported hybrid warfare incidents including drone and helicopter incursions

Russian President Vladimir Putin said Thursday that Russia would deploy its full arsenal, including nuclear weapons, if its Baltic exclave of Kaliningrad came under direct attack. Speaking at the Valdai Discussion Club in Moscow, Putin stated that Moscow was not threatening anyone but would respond to aggression, referencing recent NATO military exercises in the Baltic Sea and what Russia claims are Western preparations for conflict.
Putin accused the West of escalating tensions through military drills near Kaliningrad, attempts to seize Russian vessels, and statements from Western leaders about preparing for war in 2029 or 2030. He emphasized that Russia had no plans to attack any European country. Earlier this week, Russian embassies across Europe issued statements warning that Moscow had information NATO was preparing an air and naval blockade of Kaliningrad, a territory sandwiched between NATO members Poland and Lithuania that houses Russia's main Baltic naval base and nuclear-capable Iskander missiles.
NATO rejected the Russian warnings and accusations. NATO Secretary-General Mark Rutte characterized the alliance's response as defensive, stating: "We are defensive alliance, and stop the nuclear threat. This is absolutely not called for and not helpful." NATO spokesperson Allison Hart said the bloc "strongly denounce[s] the threat of force, including any irresponsible nuclear rhetoric," and clarified that NATO is not targeting Kaliningrad. NATO confirmed it had sent a written reply to Russia's message and urged Moscow to end its "unprovoked war of aggression against Ukraine," now in its fifth year.
Putin also acknowledged that Ukrainian drone strikes on Russian oil refineries and ships have inflicted economic damage, costing Russia approximately 1% of its GDP, and noted that Ukrainian military operations have destroyed over 100 Russian vessels in the Black Sea. He characterized Russia's strikes on Ukrainian energy infrastructure and other civilian targets as mirror-image responses to Ukrainian actions, though he did not address the February 2022 full-scale invasion that initiated the conflict.
The warning comes amid increased hybrid warfare incidents in Eastern Europe, including drone incursions into Baltic airspace and a Russian helicopter crossing into Polish territory. Western military analysts have long identified Kaliningrad's military installations as likely first targets in any escalation. NATO has conducted defensive exercises in the region in recent months and launched Operation Baltic Sentry last year to protect undersea communication cables and pipelines.

Why This Matters
Kaliningrad, Russia's main Baltic naval base housing nuclear-capable Iskander missiles and sandwiched between NATO members Poland and Lithuania, is a strategic flashpoint. Direct military confrontation over the territory could trigger Article 5 collective defense obligations, affecting NATO members' military deployments and triggering potential sanctions escalation. Verified incidents of hybrid warfare—drone incursions into Baltic airspace and helicopter crossings into Polish territory—indicate operational activity in the region, with Western analysts identifying Kaliningrad installations as likely escalation targets. The stated cost to Russia of Ukrainian strikes (approximately 1% of GDP) and losses of over 100 vessels signal sustained economic and military pressure affecting supply chains and regional stability.
