Russia's embassies in Ireland and Belgium issued statements on September 28–29, 2026, warning NATO countries that Russia is prepared to use nuclear weapons if NATO attempts to isolate the Kaliningrad region from the rest of Russian territory. Russia also reiterated its assertion that it has "no plans, no reasons, and most importantly, no real motives for escalating relations with Europe." In its statements, Moscow characterized Western military activity—including NATO's expansion on Russia's western border and French President Emmanuel Macron's nuclear-sharing initiative—as posing a "real threat" to Russian national security.
