British authorities have charged two Iranian nationals, Salam Ahmadyan, 36, and Rahman Salehi, 34, with preparing terrorist acts following their arrest on September 20, 2026. The pair were accused of conducting surveillance of the Heaton Park Congregation Synagogue in Manchester and the nearby Jewish Museum in Cheetham Hill as part of an alleged plot to bomb the synagogue around Yom Kippur.
According to prosecutor Mark Luckett's court statement, the men allegedly received instructions from a third person believed to be located in Iran on how to construct a homemade chlorine bomb. Authorities stated that the two men engaged in "hostile reconnaissance" within Manchester's Jewish community, identifying potential targets. Police said the surveillance and planning activities were disrupted before any attack could occur.
Neither defendant entered a plea at their initial Westminster Magistrates' Court hearing on October 3. Judge Nina Tempia remanded both men in custody until an October 23 appearance at the Central Criminal Court in London. Metropolitan Police Deputy Assistant Commissioner Vicki Evans stated that authorities do not believe there is an ongoing public threat related to the alleged plot.
The charges coincide with the first anniversary of a deadly knife and gun attack on the same Heaton Park synagogue on October 2, 2025, during Yom Kippur, in which two worshippers were killed. Both Ahmadyan and Salehi are Iranian nationals who entered the UK by small boat across the English Channel in recent years. Salehi was granted asylum in 2023, while Ahmadyan's asylum claim remains pending.
Home Secretary Shabana Mahmood said in a statement that "it is no secret that this country faces a range of serious threats from the Iranian regime." The charges come amid a broader rise in antisemitic incidents across the UK. Counter-terrorism police confirmed that this investigation is separate from and unconnected to a concurrent investigation into an alleged plot targeting RAF Fairford, a US-used air base, over which authorities have made separate arrests. Iran has denied involvement in both alleged plots.
