Backup Cable Cut During Construction Worsens FAA Outage at NYC Airports

A technical outage at the Philadelphia Terminal Radar Approach Control (TRACON) facility disrupted flights across the U.S. Northeast on Monday, September 21, 2026, halting operations at major airports in the New York City area during a day when numerous foreign leaders were traveling to New York for the United Nations General Assembly.

The disruption began when the primary circuit carrying data into the Philadelphia TRACON facility failed in the morning. The outage affected radio frequencies used for air traffic control, preventing arrivals and departures at Philadelphia International Airport, Newark Liberty International Airport, LaGuardia, John F. Kennedy International Airport, and Teterboro Airport. The FAA issued a ground stop at approximately 10 a.m., with outgoing flights experiencing delays of about 45 minutes.

The situation was compounded when the FAA discovered that the backup fiber optic line had also been severed. Verizon contractors had cut the cable during construction work along the Amtrak rail line in New Jersey. FAA Administrator Bryan Bedford stated that repairing the fiber break was expected to take approximately 13 hours. The FAA worked to restore service by installing a new circuit on the primary line while Verizon technicians rushed to repair the backup connection. By early afternoon, some flights began resuming at LaGuardia and Philadelphia, though significant delays persisted throughout the day.

The outage occurred at the same Philadelphia facility responsible for disruptions at Newark in April 2025. That earlier incident led the FAA to move the Philadelphia TRACON to a new fiber-optic link with New York on two separate paths to improve reliability.

The disruption coincided with the release of a Government Accountability Office report documenting cybersecurity vulnerabilities in FAA communication systems. The GAO found that the FAA had not completed risk assessments for systems handling air traffic communications and lacked real-time monitoring for interference, spoofing, and jamming attacks. The report noted that two aircraft messaging systems predate modern cybersecurity standards and lack encryption. The Department of Transportation, responding for the FAA, agreed to all nine GAO recommendations, including formal risk assessments, continuous monitoring for threats, and improved information-sharing guidance.
