Russian missile strike kills 3 in Kyiv, knocks out power across half the city

Russian forces struck Kyiv and surrounding regions on October 14, killing three people and injuring over 20 in a missile and drone attack targeting energy infrastructure. The strike knocked out power to approximately half of Kyiv's territory, affecting at least 600,000 residents. The attack occurred two days after the US announced an energy ceasefire agreement between Russia and Ukraine, which Zelensky said he was informed of but claimed Western partners failed to warn Ukraine about the incoming missiles.

Russian forces launched a large-scale ballistic missile and drone attack on Kyiv in the early hours of October 14, killing three people and injuring more than 20, according to Ukrainian officials. The strike targeted multiple energy infrastructure sites across Kyiv, Kyiv region, and Kharkiv region. In Kyiv, the Darnytska (CHP-4) and Kyiv (CHP-5) thermal power plants were among the facilities hit, along with a data center and electrical substations. A residential building in the Desnyansk district caught fire, resulting in at least two deaths including an eight-year-old child; a third fatality occurred in the Holosiivsk district. The strikes caused widespread power outages affecting approximately half of Kyiv's territory, leaving at least 600,000 residents without electricity across five districts, according to President Volodymyr Zelensky.

The attack came two days after US President Donald Trump announced on October 11 that Russia and Ukraine had agreed to an energy ceasefire. Zelensky stated that Ukraine had received and implemented corresponding orders related to the ceasefire, but accused Western partners—particularly the United States—of failing to warn Ukraine about the incoming ballistic missile attack. Zelensky said this was the second consecutive occasion on which Ukraine had not received advance warning. Trump denied on October 13 that intelligence sharing had been cut off, stating "We are helping them and we are sharing intel."

Russia's Defense Ministry claimed on October 14 that the strikes successfully hit "communication and energy infrastructure" facilities used by Ukrainian military and defense industry interests. The statement listed specific targets including power plants in Kyiv and surrounding regions, a data center, and production facilities. According to Ukrainian air force command, 35 missiles were not intercepted. Beyond Kyiv, strikes also damaged railway infrastructure across five Ukrainian regions and destroyed a major logistics facility in Khmelnytsk operated by the Epicenter company, which reported five fires that destroyed most of its stock.

This represents the second night of Russian missile attacks on Kyiv in consecutive days. The CHP-4 power plant has been struck multiple times during the war; a February 2024 attack severely damaged it, leaving over 1,000 residential buildings without heating and affecting 47 schools, 72 kindergartens, and 18 medical institutions. Kyiv officials urged residents to remain in shelters as the red alert for missile threat remained in effect. The attack also disrupted water supply in some areas and blocked key railway routes, disrupting transportation across multiple regions.

Why This Matters

The strike directly damages Ukraine's power generation capacity and civilian access to electricity for over 600,000 residents, with thermal plants serving both energy supply and heating infrastructure across winter. The attack occurs amid disputed claims about an energy ceasefire agreement announced by the US on October 11—Ukraine confirms receiving the accord but alleges inadequate advance warning of the incoming strikes, while the US denies cutting intelligence sharing. Damaged critical infrastructure (railways, logistics facilities, water supply) affects civilian transportation and supply chains across five Ukrainian regions. Repeated targeting of the same thermal plants (CHP-4 previously hit in February 2024) demonstrates sustained focus on energy infrastructure as a strategic objective.
