Finland joined NATO in 2023 and previously deployed F/A-18 Hornet fighters to NATO nuclear exercises in 2025.
NATO's Head of Nuclear Policy, Nassima Barrows, stressed the exercise poses no threat to Russia or any other country, characterizing it as routine. However, the timing coincides with elevated Russian nuclear rhetoric. Late September saw Russia warn NATO against attempts to isolate its Kaliningrad exclave—a Baltic enclave between NATO members Poland and Lithuania that houses Russia's main Baltic naval base and nuclear-capable Iskander missiles. Russia's embassy in Ireland stated: "Russia would be ready to use all its arsenal, including nuclear weapons, to defend its territory if NATO countries try to isolate the Kaliningrad region."
Barrows acknowledged rising Russian nuclear rhetoric but noted NATO had not observed significant changes to Russian military posture on the ground that would cause alarm. Russia's embassy in Belgium responded to the exercise announcement by stating that while it acknowledged NATO's characterization of the drills as routine and non-threatening, the exercises "do not contribute to reducing tensions on the continent" given NATO's positioning of Russia as a security threat, and constitute part of NATO's nuclear policy which Moscow views negatively. Russian officials indicated they would monitor the exercise closely.
