Zelenskyy offers 60-day ceasefire for elections, rebuts Trump on leadership change
Ukrainian President Zelenskyy said on October 11 that Ukraine would hold elections if Russia agreed to a 60-day ceasefire, directly responding to Trump's October 10 call for a change in Ukrainian leadership. Zelenskyy emphasised that only Ukrainian voters should decide their president and proposed reciprocal de-escalation: Ukraine would stop striking Russian oil refineries if Russia stops attacking Ukrainian energy infrastructure.
Quick Facts
- Zelenskyy proposed 60-day ceasefire as condition for presidential elections
- Trump called for Ukrainian leadership change on October 10
- Zelenskyy rejected foreign interference in Ukrainian leadership selection
- Zelenskyy proposed reciprocal de-escalation on energy infrastructure strikes
- Trump announced U.S.–Russia agreement on diesel exports in exchange for sanctions relief

Ukrainian President Volodymyr Zelenskyy said on October 11 that Ukraine would hold presidential elections if Russia agreed to a 60-day complete ceasefire. Speaking to ABC News, he directly addressed U.S. President Donald Trump's statement the previous day that Ukraine "needs a new president." Zelenskyy emphasised that Ukrainian voters, not foreign leaders, should decide who leads the country.
The exchange reflects deepening tensions between Washington and Kyiv over war strategy. Trump on October 10 criticised Ukrainian strikes on Russian oil refineries, claiming they drive global fuel prices higher and calling on Zelenskyy to stop the attacks. Trump also announced a separate agreement with Russia to release diesel onto global markets in exchange for relaxed U.S. sanctions. Zelenskyy called this decision "weak" and warned it would encourage further Russian attacks on Ukrainian infrastructure.
Zelenskyy countered Trump's fuel-price claim by attributing the rises primarily to Middle East tensions, not Ukrainian military action. More broadly, he proposed a reciprocal de-escalation framework: if Russia stops attacking Ukrainian energy infrastructure, Ukraine will cease strikes on Russian refineries. He stressed that any such measures must be "mutual and backed by real guarantees." He also reiterated a February proposal that a 60-day ceasefire would allow Ukraine's parliament to amend legislation and organise elections, which are currently prohibited under Ukrainian martial law.
Russia's defence ministry reported on October 11 that its forces had struck Ukrainian data centres in Odesa and a cargo vessel in the Black Sea port of Chornomorsk, and captured four residential areas in the Kharkiv and Donetsk regions. Russian presidential spokesman Dmitry Peskov told state media that Moscow remained open to negotiations but has not made elections a precondition for resuming talks.
Ukraine's last presidential election took place in 2019. The next scheduled election was planned for March 2024 but was postponed due to martial law. Russian state media has previously claimed Zelenskyy is illegitimate because his first presidential term expired on May 20, 2024, with no new election held during the war.
Why This Matters
The exchange signals diverging U.S. and Ukrainian priorities over war termination and leadership legitimacy. Ukraine faces mounting pressure from Washington over energy-infrastructure strikes and faces Russian claims questioning Zelenskyy's constitutional mandate (his first term expired May 2024 with no election held during wartime). The 60-day ceasefire proposal and reciprocal de-escalation framework represent Ukrainian negotiating positions on military action and electoral process; Trump's separate fuel-price agreement with Russia and call for Ukrainian leadership change introduce competing external constraints on Kyiv's decision-making. Markets respond to fuel-supply announcements and ceasefire prospects; Ukraine's ability to hold elections depends on martial-law suspension and external security guarantees.
