Bangkok declares citywide flood disaster after nearly 300mm rain in 48 hours

Bangkok's governor declared all 50 districts a flood disaster zone on September 26 after nearly 48 hours of torrential rain overwhelmed the city's drainage systems. The heavy rainfall, which reached approximately 300 millimetres in some areas, was caused by a strong low-pressure system interacting with southwest monsoon conditions. By September 28, flooding had affected approximately 700,000 people (329,000 households) in Bangkok, with at least 8 people dead nationwide across 28 provinces since September 16.

The disaster disrupted major infrastructure and daily life across the Thai capital. Major roads and canals flooded, with water reaching waist-deep levels in some areas. Traffic chaos ensued, with some vehicles left submerged. The city's drainage system, operating at full capacity of approximately 1,200 cubic metres per second, proved insufficient to handle the accumulated rainfall. Eastern Bangkok experienced the most severe impacts. Authorities established over 200 temporary shelters, with approximately 3,000 to 7,000 people evacuated. Prime Minister Anutin Charnvirakul cut short a visit to London and returned on September 26 to coordinate disaster response.

The flooding severely impacted Thailand's economy and business sectors. Economic losses were estimated at 11–12.3 billion baht (approximately USD 320–370 million), with potential GDP growth reduction of 0.3–0.5 percentage points. The restaurant industry faced particularly acute pressure, with revenue drops reaching 80% for some establishments due to reduced customer foot traffic, supply chain disruptions, and sharply elevated food costs. Thai Airways cancelled approximately 30% of Bangkok flights and struggled with baggage handling due to staff absences. Manufacturing was also disrupted, with Honda temporarily halting motorcycle production. Approximately 1,267 businesses nationwide were affected by September 29.

Rainfall continued through September 27, though conditions began to stabilize. Governor Chadchart Sittipunt stated that if rain ceased, drainage would require two to three days in central areas but up to two to three weeks in outlying districts. By September 28, the meteorological department reported rainfall decreasing. The cabinet designated September 28–29 as public holidays for Bangkok and three adjacent provinces to reduce traffic and facilitate relief operations. Schools across Bangkok closed on September 28. Authorities distributed emergency supplies and established mobile kitchens to provide three meals daily throughout and for seven days after the floods receded.
