Musk accuses Ambani of blocking Starlink in India; government denies bias
Elon Musk has accused Indian billionaire Mukesh Ambani of blocking Starlink's entry into India to maintain monopolistic control, calling him "Prime Minister Ambani." India's government rejected the allegations, stating that Starlink and other satellite operators face identical regulatory processes and security assessments. Starlink has invested substantially in India but awaits final approvals after five years of regulatory work.
Quick Facts
- Musk publicly accused unnamed oligarchs of blocking Starlink's India launch
- Musk specifically questioned Ambani's influence, calling him 'Prime Minister Ambani'
- Indian Ministry of Communications rejected discrimination allegations
- Starlink has established 20+ gateway sites and hundreds of antennas in India
- Starlink secured distribution agreements with Reliance Jio and Bharti Airtel

Elon Musk has publicly escalated criticism of Reliance Industries chairman Mukesh Ambani over delays in Starlink's launch in India, calling him "Prime Minister Ambani" and accusing him of maintaining a "monopolistic chokehold" on the country's satellite internet market. Musk claimed on social media that Starlink has spent over five years complying with Indian regulations but remains blocked from commercial operations, and questioned whether Ambani is the "real boss of India."
The Indian government has firmly rejected Musk's allegations. The Ministry of Communications stated that its regulatory framework for satellite communications is "fair and non-discriminatory" and that Starlink, along with two other licensed satellite operators, are all at "broadly the same regulatory stage." The ministry said all three companies must complete mandatory security assessments before receiving spectrum allocation. Telecom Minister Jyotiraditya Scindia added that India "does not allow a monopoly in any sector."
Starlink has invested significant resources in India, establishing over 20 gateway ground stations and hundreds of antennas nationwide, and has secured distribution agreements with Reliance Jio and Bharti Airtel. The company previously clashed with Reliance Jio over spectrum allocation, with Starlink advocating for administrative assignment while Jio favored an auction process. India ultimately adopted Starlink's preferred administrative approach. Notably, both Jio and Airtel are independently developing their own satellite internet services through partnerships with SES and Eutelsat OneWeb respectively.
Musk's comments come as SpaceX faces broader challenges expanding in India. Tesla, also owned by Musk, registered only 699 vehicle deliveries in its first 12 months in India after launching last year, with steep import duties making vehicles substantially more expensive than in the U.S. Starlink has operated in over 165 countries globally. The company previously attempted to launch in India in 2021 but had to refund preorders after the government objected to pre-launch bookings without proper licensing.
Congress leader Rahul Gandhi responded to Musk's posts on social media, welcoming him to India but suggesting he "wait for another person," an apparent reference to billionaire Gautam Adani. Musk replied that the situation was "indeed troubling." Neither Reliance Industries nor Reliance Jio has publicly responded to Musk's accusations.
Why This Matters
Starlink's entry into India's satellite broadband market affects telecommunications competition, spectrum allocation policy, and the regulatory timeline for two other licensed satellite operators (SES and Eutelsat OneWeb). The dispute involves measurable stakes: regulatory approval timelines, ground infrastructure investment (20+ gateways already established), distribution agreements with major Indian telecom carriers (Jio, Airtel), and potential market access worth billions. The Indian government's formal response clarifies its stated regulatory process and spectrum assignment method (administrative vs. auction), while the public dispute may influence pending approvals and India's broader satellite communications policy framework.
