U.S. to Mediate Ukraine-Russia Talks in Abu Dhabi, November 10-11
The United States will mediate working-level peace talks between Ukraine and Russia in Abu Dhabi on November 10-11, with both the Kremlin and Ukrainian President Zelenskyy confirming participation. The talks will address post-war security, de-escalation, humanitarian assistance, and pathways to peace, though ongoing military operations continue and both sides remain divided on core issues including territorial control and security guarantees.
Quick Facts
- Trilateral working-level talks announced
- Kremlin confirmed Russian participation
- Zelenskyy expressed willingness to participate
- Discussions to focus on post-war security arrangements, de-escalation, humanitarian efforts, and next steps toward peace
- EU meeting scheduled in Brussels on November 5

The United States will mediate working-level negotiations between Ukraine and Russia in Abu Dhabi on November 10-11, according to U.S. Special Envoy Steve Witkoff, who announced the talks on November 2. The Kremlin confirmed Russian participation on November 3, with spokesman Dmitry Peskov stating that Russia will attend the trilateral discussions. Ukrainian President Volodymyr Zelenskyy has repeatedly expressed willingness to participate.
The talks will focus on post-war security arrangements, de-escalation measures, humanitarian assistance, and next steps toward peace, according to Witkoff. U.S. negotiators Steve Witkoff and Jared Kushner, the lead U.S. representatives, are expected to represent the United States. Russia's delegation will be led by Presidential Aide Yuri Mezhinsky, according to Kremlin sources. The meeting follows Russian President Vladimir Putin's agreement to trilateral talks after meeting with Witkoff in St. Petersburg in mid-October.
The Abu Dhabi talks represent the first trilateral negotiations since February 2026, when U.S.-mediated peace talks took place in Geneva. A series of preparatory meetings are scheduled before the main talks: the EU will host a meeting in Brussels on November 5 with representatives from Ukraine, the U.S., France, Germany, Britain, NATO, and the World Bank; U.S. negotiators will also meet Brussels-based officials to discuss Ukraine's security guarantees and Europe's post-war security framework. The White House will host a separate meeting with Russian and Ukrainian representatives.
Despite diplomatic efforts, military operations continue. A localized ceasefire in Kherson ended on November 1 after permitting humanitarian supplies into Oleshky. Hours after the truce ended, Russian strikes on a village in Zaporizhzhia killed at least 26 people, according to Ukrainian officials. Ukraine has also conducted strikes on Russian targets, including attacks on energy facilities and an oil refinery in Yaroslavl. Russian Foreign Minister Sergei Lavrov stated on November 1 that Moscow's position on the conflict remains unchanged and cited unresolved fundamental issues in U.S.-Russia relations, including continuing sanctions and U.S. weapons supplies to Ukraine.
Ukraine and Russia remain far apart on key terms. Zelenskyy has ruled out accepting Russia's territorial seizure and enforced neutrality, reiterating Ukraine's ambition to join NATO. Putin has maintained demands for Ukraine to accept Russia's annexation of territories. The U.S. administration under President Trump is seeking to broker a breakthrough before winter, though Kremlin spokesman Dmitry Peskov stated that preparations for trilateral talks do not imply any commitment to limiting military operations.

Why This Matters
For markets and policy, this signals a U.S.-brokered diplomatic channel at working level involving both Kiev and Moscow for the first time since February 2026. Outcomes may affect sanctions regimes, NATO security commitments to Ukraine, territorial recognition frameworks, and humanitarian corridor protocols. Both sides have confirmed attendance but stated no agreement to pause military operations; winter supply chains and refugee flows into Europe remain dependent on ceasefire stability and humanitarian access agreements. EU preparatory meetings (November 5) indicate coordination among Western allies on security guarantees and post-war reconstruction funding.
