Indonesia's Ministry of Finance issued its first Panda Bond—sovereign debt denominated in Chinese yuan—on July 23, 2026, raising 7 billion yuan (approximately $1.033 billion or 18.5 trillion rupiah). The issuance comprised two tranches: a 3-year bond worth 5.6 billion yuan with a 1.90% coupon, maturing July 30, 2029; and a 5-year bond worth 1.4 billion yuan with a 2.19% coupon, maturing July 30, 2031. Settlement is scheduled for July 30, 2026.
The bond offering received strong demand from investors in China's domestic bond market, with total peak orders reaching approximately 17 billion yuan—a bid-to-cover ratio of 2.4 times. This oversubscription enabled the government to secure competitive yields and lower funding costs. The bonds received a AAA (Stable) credit rating from China Lianhe Credit Rating Co., Ltd., the highest credit quality designation in China's domestic market.
Bank of China Limited served as lead underwriter and lead bookrunner. China International Capital Corporation Limited, CITIC Securities Co., Ltd., DBS Bank (China) Limited, and Industrial and Commercial Bank of China Limited acted as joint lead underwriters and joint bookrunners. Agricultural Bank of China Limited, China Construction Bank Corporation, and The Export-Import Bank of China served as co-managers.
Indonesia's Ministry of Finance stated that the proceeds will be used to finance part of the 2026 state budget deficit. Officials attributed the strong investor reception to market confidence in Indonesia's economic fundamentals and fiscal management credibility, combined with effective investor communication in China and opportune market timing.
