On November 5, 2026, Russian President Vladimir Putin signed a decree transferring full stakes in four Japan Tobacco International (JTI) manufacturing subsidiaries to temporary management by JSC Industrial Assets (AO Promyshlennye aktivy). The affected companies are Donskoy Tabak (Rostov-on-Don), Pereslavl-Tabak, JTI Yelets (Lipetsk region), and Kres Neva (Leningrad region), collectively operating Russia's largest tobacco manufacturing footprint.
The transfer covers approximately 4,000 employees and an estimated 40% of the Russian cigarette market. JTI's portfolio in Russia includes international brands Winston, Camel, Sobranie, LD, Mevius, and Glamour, alongside Russian labels Petr I, Russky Stil, and Troika. The company, headquartered in Geneva, has operated in Russia since 1999 and is owned by Japan Tobacco Inc., with the Japanese government holding one-third of its shares.
This action follows Russia's April 2023 presidential decree establishing a mechanism for temporary management of assets from entities deemed "unfriendly." Russian officials have characterized the measure as a response to asset seizures and restrictions imposed on Russian entities abroad. Putin stated in October 2026 that the mechanism prepares potential retaliatory measures against possible foreign nationalisation of Russian assets, while theoretically allowing return of control to former owners if conditions improve.
JTI remained in Russia after the 2022 invasion of Ukraine, suspending new investments and marketing but maintaining operations. Over more than 20 years, JT Group invested approximately $4.6 billion in Russian operations. The seizure follows Russia's arrest in October 2026 of Yuki Imai, a journalist with Japan's Hokkaido Shimbun, on espionage charges—an accusation Japan rejected.
This transfer places JTI alongside other Western companies whose Russian assets have been placed under state management, including Nestlé, Metro, Auchan, and Leroy Merlin. External management transfers effective operational control to Russian state-linked administrators without the foreign owner's consent or compensation, though nominal ownership technically remains unchanged.
Why This Matters
JTI's transfer removes operational control of Russia's largest tobacco manufacturing footprint (~4,000 employees, 40% market share) from private foreign ownership to state-linked administrators, affecting supply of Winston, Camel, and Sobranie brands. The mechanism—established in April 2023 to temporarily manage assets from designated unfriendly countries—continues to reshape foreign business presence in Russia; no compensation mechanism exists for former owners, and return of control depends on unspecified diplomatic improvement. This follows similar transfers of Nestlé, Metro, Auchan, and Leroy Merlin Russian operations.
