Russia, Ukraine, and the United States have confirmed plans for trilateral peace negotiations in Abu Dhabi in the first half of November, marking the first formal talks since February 2026. Kremlin Spokesman Dmitry Peskov announced Friday that the negotiations will focus on security guarantees for both Russia and Ukraine, as well as a broader European security framework following any peace settlement.
Ukrainian President Volodymyr Zelensky confirmed his country's readiness to participate, stating that the talks will involve working-level representatives from all three nations. Zelensky emphasized that any peace agreement must include strong security guarantees for Ukraine and 10 years of funding to sustain Ukrainian military operations. He also called for European representatives to participate and indicated the need for eventual leader-level negotiations to resolve key outstanding issues.
Russian President Vladimir Putin, who met with U.S. special envoy Steve Witkoff on Wednesday in St. Petersburg, stated that Moscow views the talks as an opportunity to establish a lasting settlement rather than a temporary ceasefire. Putin said negotiations should address mutual security concerns and European security architecture. Meanwhile, Zelensky proposed freezing the conflict along current battle lines as a step toward a broader peace agreement, though he stressed Ukraine's need to participate in all negotiations affecting its future.
The planned talks come amid continued military operations. Russian forces conducted a multi-wave ballistic missile attack on Kyiv on Thursday, killing at least two people and wounding 22 others, including four children. Ukrainian officials reported 21 ballistic missiles were launched in three waves. Ukraine responded with drone strikes against Russian targets.
U.S. President Donald Trump has publicly urged both sides to reach a settlement quickly, stating that Moscow and Kyiv are "maybe now the closest" to a deal. However, U.S.-Ukraine relations have experienced strain following Trump's announcement of a diesel supply agreement with Russia and reports that U.S. restrictions on Ukrainian access to Starlink satellite systems were implemented under White House direction. Ukrainian officials have accused Washington of reducing military and intelligence support needed to counter Russian attacks.
Topics
Why This Matters
The scheduled trilateral talks represent the first formal diplomatic engagement between Russia, Ukraine, and the US since February 2026, with negotiations expected to address security arrangements, ceasefire terms, and post-conflict European security frameworks. Outcomes could affect military operations, sanctions policy, defense spending commitments by NATO allies, and the timeline for potential settlement of territorial disputes. However, substantive differences remain documented on each party's core demands: Russia's security guarantees, Ukraine's territorial integrity and 10-year military funding, and US conditions for continued support.
