The United States has scrapped a traditional group photograph of G20 foreign ministers after European officials refused to be pictured alongside Russian Foreign Minister Sergey Lavrov at talks in Atlanta. The cancellation, confirmed by US and diplomatic officials, reflects deepening divisions within the Group of 20 over Russia's continued participation despite Western sanctions imposed following its 2022 invasion of Ukraine.
The so-called "family photo," scheduled for Friday morning, would typically include representatives from all nations attending. British Foreign Secretary Ed Miliband and German Foreign Minister Johann Wadephul were among European officials who declined participation. A British official stated: "The UK has a longstanding policy not to have direct, bilateral engagement with Russian ministers since the invasion of Ukraine and we are not about to change that." A US official said the photo was cancelled "after it became clear some of the delegations were unwilling to participate in a joint photo," adding that the decision aimed to prevent "a ceremonial photo opportunity" from becoming "a diplomatic distraction."
The meeting in Atlanta, hosted by US Secretary of State Marco Rubio, is overshadowed by ongoing conflicts in Ukraine and the Middle East. Ukraine, not a G20 member, was not invited to these talks—a decision that has strained US-Ukraine relations amid tensions over American policy toward Russia. Notably, President Donald Trump recently issued sanctions waivers allowing Russia to export diesel to the United States, a move his administration framed as an effort to lower fuel prices before November midterm elections. Ukrainian President Volodymyr Zelensky criticized the decision as "a gift" to Vladimir Putin that prolongs rather than ends the war.
Russia's Lavrov arrived in Atlanta and, according to Russian state media, plans to argue against international sanctions during his speech. A diplomatic source told AFP that Russia's presence "in no way legitimises its actions." The European Union's foreign policy chief Kaja Kallas announced plans to urge G20 partners to strengthen support for Ukraine and pursue accountability through a special tribunal, following a Russian strike on a Ukrainian railway station that killed at least 14 people earlier that day.
The cancellation underscores the G20's difficulty in reaching consensus. A diplomatic source told AFP that "the G20 is no longer really a forum where foreign ministers can reach agreement on a statement." No joint communiqué is expected; instead, Washington will publish a chair's summary. The Atlanta meeting is the final G20 foreign ministers' gathering under US presidency before leaders convene in Miami in mid-December.

Why This Matters
The cancelled photograph signals institutional fracture within the G20 over Russia's participation despite 2022 invasion sanctions, affecting the forum's ability to produce joint statements or coordinated policy responses. European governments are implementing divergent engagement policies with Moscow, complicating consensus-building on global economic and security matters. The meeting occurs amid active military conflict in Ukraine and recent strikes killing civilians, alongside US sanctions waivers on Russian diesel that affect energy markets and transatlantic policy alignment.
