MI5 warns UK universities to sever ties with Chinese research institute over espionage

Britain's domestic intelligence agency MI5 has issued a public alert warning UK universities and academics to immediately end collaborations with the China General Technology Research Institute (CGTRI), also known as the China Academy of General Technology (CAGT). MI5 alleges the institute is a front organisation for China's Ministry of State Security (MSS) and has been funding academic research to improve the MSS's espionage capabilities.

According to MI5, over 100 UK-linked academics have unknowingly contributed to CGTRI-funded projects in sensitive fields including artificial intelligence, cybersecurity, covert communications systems, and steganography—the practice of hiding messages within digital files. MI5 states that "the primary purpose of CGTRI is to fund academic research that directly improves MSS technical capability for espionage" and that the institute's connection to Chinese state security has been deliberately obscured to conceal its true purpose. Many academics and institutions engaged with CGTRI "in good faith," unaware of the link to Chinese intelligence services.

Security Minister Dan Jarvis has written to all university vice-chancellors instructing them to end relationships with the organisation. The alert carries legal weight: under the National Security Act 2023, individuals who knowingly or reasonably ought to have known they were assisting a foreign intelligence service face potential criminal liability. Universities UK, representing over 140 institutions, said it was reviewing the alert and supporting universities in assessing implications for existing or future partnerships. The Russell Group of research-intensive universities acknowledged the importance of national security while noting that international collaboration remains crucial for UK research.

This alert follows a June 2026 joint warning from Five Eyes intelligence partners (US, UK, Canada, Australia, and New Zealand) about Chinese military intelligence services targeting professional networking sites and job platforms. MI5 Director-General Ken McCallum stated in 2025 that Chinese state actors present a security threat "every day." The Chinese Embassy in London rejected the accusations as "imaginary and purely fabricated."

The warning has broader implications for UK higher education. Chinese students represent the largest group of non-EU international students in the UK, generating approximately £600 million annually for the sector. In May 2026, China's education ministry announced 219 new transnational education partnerships, with over one-fifth involving British universities, placing the UK at the top of partner countries. UK analysts note that universities face pressure balancing international collaboration with national security concerns, and some argue the government should provide clearer guidance on which research areas and collaborations present dual-use risks to Chinese intelligence.
