Novak Claims Ukrainian Drones Hit Russian Refineries; Local Officials, Kyiv Dispute
Russian Deputy Prime Minister Alexander Novak claimed on October 14 that Ukrainian drones attacked oil refineries in Saratov and Ryazan regions. Regional governors did not confirm refinery attacks, and Ukraine denied involvement, stating it had targeted a Sberbank data center instead. The dispute follows disputed claims of a Russia-Ukraine energy ceasefire announced by President Trump.
Quick Facts
- Ukrainian drones claimed to have attacked oil refineries
- Regional officials did not confirm refinery attacks
- Over 160 drones destroyed or jammed according to Rostov Governor
- Damage to residential buildings in Balakovo reported
- Sberbank data center attacked according to Ukraine

Russian Deputy Prime Minister Alexander Novak announced on October 14 that Ukrainian drones had attacked oil refineries in Saratov and Ryazan regions, citing data from the Energy Ministry and energy companies. He stated the attacks demonstrated that Ukraine was not moving toward an energy ceasefire.
However, regional authorities in the targeted areas did not report refinery strikes. Saratov Governor Roman Busargin reported damage to residential buildings in the city of Balakovo and one civilian death, but made no statement about attacks on the Saratov refinery—the only one in the region. Rostov Governor Yuri Slyusar reported that over 160 drones were destroyed or jammed over the region, but emphasized that "information about casualties and consequences on the ground was not received." Meduza found no reports of explosions or fires at Russian refineries in either Russian or Ukrainian monitoring channels.
Kyiv rejected Novak's claims. Dmytry Lytvyn, an adviser to Ukrainian President Volodymyr Zelensky, stated: "It did not happen. Russians threw a fake about allegedly attacked two refineries. The data center was attacked and successfully, some other things were attacked, but not refineries." He confirmed that Ukrainian forces had targeted a Sberbank data center in Balakovo.
The dispute follows U.S. President Donald Trump's announcement on October 11 that Russia and Ukraine had agreed not to strike each other's oil refineries. Zelensky said the announcement was news to Kyiv but later indicated that Ukrainian forces "received all appropriate orders." Russia has not confirmed a formal agreement on energy infrastructure. The disagreement reflects broader tensions over the terms and status of any potential ceasefire.
Topics
Why This Matters
The competing claims over which infrastructure was targeted—refineries versus a data center—reflect unverified disagreement on what compliance with any potential energy ceasefire would look like. Regional governors' silence on refinery damage, absence of confirmed explosions or fires at Russian refineries in monitoring channels, and Ukraine's attribution of strikes to a different target affect the credibility of ceasefire terms. If the energy sector remains under dispute, supply chain stability for Russian oil exports and European energy supplies could remain at risk pending clarification of actual strike locations and agreed protection zones.
