Canada pursues 'unique alliance' with EU as US tariffs escalate

Canadian Prime Minister Mark Carney is advancing a strategic pivot toward the European Union, unveiling what officials describe as a "unique alliance" designed to reduce Canada's economic dependence on the United States amid escalating trade tensions. The initiative was announced as 50 percent U.S. tariffs on Canadian goods formally took effect, coinciding with Carney's "Super Week" of diplomatic engagement: an inaugural Canada Investment Summit in Toronto to attract global capital, followed by a three-day European visit where he will address the European Parliament and meet with British and French leaders.

At the Toronto summit, Carney pitched Canada as a "safe harbour" for foreign investment while presenting over 160 priority infrastructure and industrial projects spanning energy, critical minerals, advanced technologies and ports. The government aims to mobilize 1 trillion Canadian dollars (approximately $726 billion USD) in total investments over five years. Notable projects include a 35 billion-Canadian-dollar oil pipeline to the Pacific coast, a 28.5 billion-Canadian-dollar liquefied natural gas project in British Columbia, and a 79 billion-Canadian-dollar Port of Churchill expansion. A TD Bank report predicted that successful execution could trigger an investment "super-cycle" lasting a decade or longer, potentially lifting output per capita by 12,000 Canadian dollars.

Carney explicitly clarified that Canada "is not seeking to join the European Union," but rather forging a relationship described by officials as unprecedented for a non-European nation. European and Canadian officials have discussed reducing trade barriers, laying undersea cables for digital connectivity, redirecting energy pipelines to supply European gas, joint infrastructure in artificial intelligence and quantum computing, and potentially visa-free work and travel between the two regions. The EU's approach aims to bring Canada closer to the bloc short of formal membership—a distinction the EU has emphasized following Brexit negotiations to preserve the unity of its single market freedoms. Canada will host a Canada-EU Summit on October 29-30 to sustain momentum.

Carney is set to address the European Parliament in Strasbourg this week as the first non-European leader invited to the European Commission President's State of the Union address. He will hold bilateral meetings with British Prime Minister Andy Burnham in Liverpool to discuss defense, security, energy transition, AI governance and critical minerals, and will meet French President Emmanuel Macron in Saint-Pierre-et-Miquelon to discuss deepening cooperation in aerospace, energy, critical minerals and advanced technologies. The European Parliament has announced a new antenna office in Ottawa to deepen political dialogue and cooperation.

Canada and the EU already maintain substantial trade ties, with bilateral trade in goods and services reaching €130.8 billion (approximately $151 billion USD) in the previous year—an increase of over 80 percent over the past decade. The relationship is governed by the Comprehensive Economic and Trade Agreement, which came into force in 2017. Canadian media reports indicate that Carney instructed a special envoy to explore possibilities with the EU "short of full membership" following the intensification of U.S. tariff actions.
