A Russian frigate fired two flares at a Danish military Fennec helicopter on September 15, 2026, during routine surveillance operations in international waters off Gedser, in southern Denmark. One flare passed dangerously close to the aircraft, which was conducting photographic monitoring of the Russian vessel. The helicopter crew was unharmed. Flares are pyrotechnic devices typically used as warning signals at sea.

Danish officials condemned the incident as reckless and unacceptable. Prime Minister Mette Frederiksen described Russia's actions as intended to intimidate and divide European nations, and characterized them as part of a broader pattern of aggressive behavior. Foreign Minister Lars Løkke Rasmussen said the incident "could have endangered human lives" and stated that Russia was "gradually shifting the boundaries of what it considers acceptable behavior." Denmark summoned Russia's ambassador to Copenhagen for a formal meeting but decided against invoking NATO's Article 4 (consultations) or Article 5 (collective defense) clauses.

Russian Ambassador Vladimir Barbin countered that Danish aircraft had conducted "provocative actions" near Russian military vessels on multiple occasions. He stated that the flares were a response to what he characterized as dangerous maneuvers and said Russia would investigate all circumstances of the incident. Barbin suggested that communication problems stemmed from the Danish side rather than Russian ships.

The incident occurred on the same day NATO fighter jets shot down a drone that entered Lithuanian airspace from Belarus near Kaunas. Lithuanian President Gitanas Nauseda thanked NATO personnel for the swift response and linked the event to intensifying Russian aggression against Ukraine. The drone's origin was not immediately confirmed; NATO has previously intercepted Ukrainian drones over Baltic states, with Kyiv attributing such incidents to Russian signal jamming affecting its aircraft.

The two incidents highlight escalating tensions on NATO's eastern flank amid Russia's ongoing full-scale invasion of Ukraine. Western intelligence assessments have raised concerns about Kremlin preparations for potential conflict with NATO, and the region has experienced multiple incidents involving military aircraft, drones, and submarines in recent months. European Commission President Ursula von der Leyen described Russia's behavior as "reckless and dangerous," characterizing both events as part of a broader pattern of Russian aggression and provocations against Europe.

Why This Matters

A Russian military vessel used flares near a NATO member's aircraft in international waters, escalating a pattern of close-proximity incidents in the Baltic that affects NATO operational freedoms and aviation safety protocols. Denmark's measured response—summoning the ambassador but not invoking Article 5—signals European concern about boundary-testing without immediate collective escalation; meanwhile, simultaneous drone interception over Lithuania and ongoing conflict in Ukraine suggest NATO eastern-flank states face compounding military pressure, with implications for alliance coordination, airspace protocols, and deterrence credibility.
