Trump Claims Ukraine-Russia Energy Ceasefire; Zelenskyy Demands Russian Verification First

U.S. President Donald Trump announced on September 14 that Ukraine and Russia had agreed to halt strikes on each other's energy infrastructure. "Ukraine has agreed not to hit Russian Energy targets. Russia has agreed to do, likewise!" Trump stated on Truth Social. However, neither Ukraine nor Russia independently confirmed this agreement at the time of the announcement.

Ukrainian President Volodymyr Zelenskyy responded with conditional acceptance rather than confirmation. He stated that Ukraine would halt strikes on Russian energy, food, and critical infrastructure if Western partners could secure a reciprocal Russian commitment. "If our partners are ready to ensure that Russia genuinely refrains from striking our electricity system, other energy facilities, critical infrastructure, and food supply routes, then, of course, we are ready to ensure a corresponding halt to our strikes," Zelenskyy said. He emphasized that Russia must demonstrate "genuine willingness" and commitment "honestly and on a long-term basis" before Ukraine would de-escalate, noting that "so far, no one has seen any genuine willingness on Russia's part to bring the war to an end."

The Kremlin offered cautious support. Spokesman Dmitry Peskov welcomed Trump's call for Ukrainian restraint, stating "Any call on Kiev to stop attacks on civilian economic infrastructure can only be welcomed." However, Peskov declined to commit to reciprocal Russian action when pressed by media, and Russian officials had not formally responded to either Trump's or Zelenskyy's September 14 statements as of the Institute for the Study of War's assessment that day.

Trump's announcement preceded his statement blaming Ukraine's strikes on Russian oil refineries for global diesel shortages. Multiple analysts noted that U.S. policy conflicts with Iran, which have disrupted Middle Eastern oil trade, are the primary driver of diesel supply constraints. Russia subsequently introduced a temporary ban on fuel exports to stabilize its domestic market, acknowledging that Ukrainian strikes have impacted its refining capacity.

Zelenskyy's position reflects Ukraine's historical experience: he has repeatedly offered mutual energy-strike moratoria in previous months, and Russian President Vladimir Putin has rejected each offer. Ukraine's ongoing strikes on Russian energy infrastructure are partly designed to create incentive for Moscow to halt its systematic winter attacks on Ukrainian critical infrastructure—attacks Russia has conducted for years as part of its campaign to demoralize the population.
