North Korea threatens nuclear response to US-South Korea WMD committee meeting

North Korea's Defense Ministry warned on September 16 that it may use nuclear weapons in response to US and South Korean military policies, citing a September 10 bilateral Counter WMD Committee meeting as preparation for potential weapons attacks. North Korea's Defense Ministry warned on September 16 that it may use nuclear weapons in response to US and South Korean military policies, citing a September 10 meeting of the US-South Korea Counter Weapons of Mass Destruction (WMD) Committee. The North Korean statement characterized the bilateral meeting as preparation for potential use of nuclear, chemical, and biological weapons against the country, describing it as "an outright declaration of confrontation."

North Korea invoked provisions of its 2022 law on state nuclear policy, which permits nuclear weapon use in response to attacks on the country's leadership, nuclear command systems, or threats involving nuclear or other weapons of mass destruction. The Defense Ministry spokesperson stated that such threats "can be considered the most serious challenge to our security, which requires the implementation of the relevant provisions" of the law, and advised the US and South Korea to "analyze what the invocation of the relevant articles would entail."

The North Korean statement also alleged that the United States conducts military-biological activities at facilities worldwide and uses WMD threats as a pretext for its own weapons development programs. North Korea noted that WMD response scenarios were rehearsed during the joint US-South Korea Freedom Shield military exercises, which it views as increasing the risk of such weapons use on the Korean Peninsula.

The US and South Korea characterized the September 10 meeting differently. According to Seoul's Defense Ministry account cited in North Korean statements, the meeting aimed to strengthen joint defense capabilities against WMD threats through improved information sharing, enhanced joint response capabilities, and intensified relevant exercises. Neither the United States nor South Korea has issued official public responses to North Korea's latest threat.

The warning reflects rising tensions on the Korean Peninsula, which has intensified following recent statements by US President Donald Trump about potentially reducing joint military exercises with South Korea and the possibility of meeting with North Korean leader Kim Jong Un.

Why This Matters

North Korea's explicit invocation of its 2022 nuclear policy law—which permits nuclear use in response to perceived threats to leadership and command systems—signals an escalated rhetorical threshold and potential revision of operational thresholds on the Korean Peninsula. The dispute over intent (US-South Korea characterize the committee meeting as defensive information-sharing; North Korea frames it as preparation for offensive WMD use) affects military readiness postures, allied exercise planning, and diplomatic risk assessment. Measurable effects include potential changes to joint US-South Korea military exercise scope, timeline, and participation levels, and heightened alert status for strategic assets in the region.
