The United States, Denmark, and Greenland signed a trilateral security agreement on September 22, 2026, at the United Nations General Assembly in New York, resolving a months-long diplomatic crisis triggered by President Donald Trump's repeated threats to acquire or annex the Arctic territory.

Under the agreement, the US gains expanded military access to Greenland, including the ability to modernize and expand operations at the existing Pituffik Space Base in the northwest and establish additional defense areas at Narsarsuaq in the south and Mestersvig in the east. The pact permits unrestricted US military aircraft operations and undersea access throughout Greenlandic territory, and allows the deployment of a "Golden Dome" missile defense system. The agreement prohibits non-NATO states from establishing military installations or maintaining persistent military presence in Greenland without consent, and restricts sensitive-sector investments by non-NATO actors.

Denmark's Prime Minister Mette Frederiksen and Greenland's Prime Minister Jens-Frederik Nielsen emphasized that the agreement explicitly reaffirms Danish sovereignty and territorial integrity, as well as the Greenlandic people's right to self-determination. The accord contains no expiration date and stipulates that if Greenland becomes independent in the future, it must remain in NATO and assume Denmark's obligations under the agreement. All three parties must reach consensus on any new major defense areas, ensuring shared decision-making.

Trump characterized the deal as giving the US "permanent control" over Greenland's security with "no cost to the United States." US Secretary of State Marco Rubio called it a "historic deal," while NATO Secretary General Mark Rutte and European leaders welcomed it as enhancing Arctic security. Scholars note the agreement primarily expands rather than fundamentally revises the 1951 US-Denmark defense treaty and its 2004 amendments, under which the US already possessed broad military authorization in Greenland.

The agreement must complete parliamentary procedures in Denmark and Greenland before entering into force. The accord follows Trump's months of threats beginning in late 2024 to purchase, seize by force, or annex Greenland—a position that created significant strain within NATO and between the US and its European allies. Some Danish and international observers have characterized the outcome as a diplomatic victory for Denmark and Greenland, as it preserves their sovereignty while allowing the US to address stated security concerns regarding Russian and Chinese activity in the Arctic.

Why This Matters

The agreement expands US military infrastructure in the Arctic (Pituffik, Narsarsuaq, Mestersvig bases; missile defense system deployment) while formalizing Greenland's sovereignty and NATO alignment. The accord requires consensus among all three parties on major new defense areas, affects non-NATO military access and investment rules in Greenland, and must pass parliamentary ratification in Denmark and Greenland before entering force. The pact reframes rather than resolves underlying geopolitical competition over Arctic access and Russian–Chinese activity in the region.
