Ukraine conducted its largest drone and missile attack since the war began on September 20, 2026, firing 1,951 unmanned aerial vehicles and eight missiles at Russian territories. The strike targeted Moscow and surrounding regions on the final day of Russia's parliamentary elections, with confirmed damage to the Moscow Oil Refinery—which supplies more than a third of the Moscow region's fuel—and a residential building.
Russian air defense systems reported intercepting 1,110 drones nationwide. Moscow Mayor Sergei Sobyanin stated that 450 drones were destroyed before reaching the capital and characterized the attack as "unprecedented" in scale. Regional Governor Andrei Vorobyov reported two deaths in the Moscow region—a 74-year-old man and a 44-year-old woman—and 20 injured persons. According to Ukrainian military officials, three key units at the Moscow Oil Refinery were damaged in the strike.
Ukrainian President Volodymyr Zelenskyy confirmed that Kyiv used domestically manufactured Flamingo and Pelican missiles alongside drones to target oil and logistics facilities. He stated the targets represented "billions of dollars that sustain the war machine," indicating an intent to pressure Russia's economy and military supply chains. The attack occurred amid an escalating campaign of long-range strikes on both sides' infrastructure.
On the same weekend, Russian drone strikes killed at least nine people in Ukrainian territory, including three children in Kyiv and a member of the clergy in the Kherson region. In a Russian-controlled area of Kherson, a Ukrainian attack killed an electoral committee member, according to Russia's Central Election Commission. Both nations have intensified targeting of energy infrastructure as fighting along the 1,250-kilometer front line has slowed.
Russia's September 17-20 parliamentary election was tightly controlled by the Kremlin and conducted in four Ukrainian regions Moscow claims to have annexed and in Crimea—actions Kyiv has denounced as illegal. Moscow authorities reported the electoral process continued despite the attack. Moscow airports implemented temporary restrictions overnight; Sheremetyevo warned of temporary restrictions while Vnukovo halted arrivals and departures, though both lifted restrictions by Sunday morning. President Putin has shown no public indication of willingness to negotiate an end to the conflict that began with Russia's full-scale invasion in February 2022.

The attack reflects an escalating campaign focused on economic and military supply pressures rather than territorial advances.
