A fire broke out late on September 23 at a Starlink ground station in Wola Krobowska, central Poland, damaging the facility's power station, distribution board, and generator. The station, owned by state-owned telecommunications company Exatel, remains operational and serves as a critical hub transmitting internet connectivity across Central and Eastern Europe, including Ukraine. Polish Deputy Prime Minister Krzysztof Gawkowski stated the fire was "deliberately designed to disable the station" and characterized it as part of a "new Russian doctrine of attack" involving hybrid warfare. However, security officials acknowledged that investigation into the cause is ongoing, with arson and electrical malfunction both under consideration.

Gawkowski told public broadcasters that "many indications suggest" deliberate sabotage, and that the incident fits into escalating hybrid warfare against Ukraine's allies. He emphasized that the station provides critical connectivity to Ukrainian military and civilian institutions. Security spokesman Jacek Dobrzyński told media that "everything points to arson," while cautioning that "not all arson, not all disasters, are acts of sabotage" and that "it is too early to talk about sabotage" definitively. Prime Minister Donald Tusk said he disliked "labelling something as sabotage versus an accident without 100% certainty, but it looks bad."

The fire occurred amid broader European concerns about Russian hybrid attacks. Denmark's intelligence service issued a new threat assessment warning of escalating Russian hybrid warfare in coming months, while Germany has blamed Russia for recent drone attacks and France has ordered protection plans for critical infrastructure. Poland, a NATO and EU member on Russia's border, has experienced multiple suspected sabotage incidents since Russia's 2022 invasion of Ukraine. The Kremlin has not commented on the Starlink station fire. Moscow denies involvement in any sabotage operations across Europe.

Why This Matters

The Starlink station provides critical internet connectivity across Central and Eastern Europe, including Ukraine. If confirmed sabotage, the incident would represent an escalation in documented hybrid warfare tactics targeting infrastructure serving NATO and EU allies on Russia's border. The fire caused facility damage but did not disable operations; however, investigators are examining both intentional and accidental causes. The incident occurs amid broader European security concerns about Russian hybrid attacks and follows similar incidents across Poland and other allied nations.
