Russian Foreign Minister Sergei Lavrov and German Foreign Minister Johann Wadephul met on Saturday, September 26, 2026, on the sidelines of the UN General Assembly in New York. The encounter marked the first diplomatic meeting between Moscow and Berlin's top foreign policy officials since Russia's 2022 invasion of Ukraine. Germany's delegation requested the meeting on Friday "at the very last minute," according to Lavrov.

During the talks, Wadephul called on Russia to "abandon the dangerous path of escalation" toward Germany, Europe, and NATO, and urged Russia to pursue negotiations on ceasefire terms and grain exports via the Black Sea. Lavrov dismissed the discussion as unproductive, telling reporters that "nothing new" emerged from the meeting and characterizing Wadephul's remarks as a reiteration of Germany's official public position. Lavrov stated: "I told him that frankly … you could just have called me and said: 'read my statement'." The two sides discussed bilateral ties and the war in Ukraine.

The meeting occurred amid heightened tensions between Russia and Germany. Germany has accused Russia of orchestrating an attempted drone attack on Leipzig airport, and both countries have ordered the closure of each other's consulates. Russia's foreign ministry spokesperson Maria Zakharova claimed that "tens of diplomats" had approached Lavrov to express support for Russia's position.

In his address to the UN General Assembly on Saturday, Lavrov accused Europe of actively blocking peace talks supported by the U.S. government, stating: "Europe is doing everything it can to thwart peace talks in which the Trump administration is interested." He reiterated Russia's commitment to its military objectives, declaring: "The aims of the special military operation will be achieved, the threat to Russian security will be eliminated and peaceful life will come back."

Wadephul's own UN address emphasized international concern, stating: "Russia's war targets the lives of millions of innocent people, the existence of the Ukrainian state and culture and the European peace order." He noted that an overwhelming majority of UN member nations have repeatedly condemned Russia's invasion. Meanwhile, Ukrainian President Volodymyr Zelenskyy responded to reports of peace settlement discussions by stating: "It is essential that our partners not forget: Russia is escalating every single day."

The meeting came as military operations intensified. Russian attacks killed four people across Ukraine on Saturday, while Ukrainian forces continued targeting Russian oil refineries and industrial sites with long-range drones. Russian authorities reported that a Ukrainian drone attack killed three people.

Why This Matters

The first high-level diplomatic exchange between Russia and Germany since the 2022 invasion signals an attempt to restart communication despite deep bilateral tensions (consulate closures, drone attack accusations). The divergent rhetoric—German calls for ceasefire negotiations versus Russian rejection of talks and reaffirmation of military objectives—reflects a stalled diplomatic track. Escalating military operations (confirmed casualties on both sides) and competing UN statements indicate little movement toward negotiated settlement; upcoming diplomatic engagement will test whether any pathway exists for de-escalation or whether military dynamics will continue to dominate.
