The Trump administration has cut or frozen up to $177 billion in federal grants since the president took office for his second term, according to a tracking tool released Wednesday by the States United Democracy Center and Grant Witness, a pro-democracy nonprofit and research group.

The disruptions affected all 50 states and the District of Columbia. Health, nutrition, the environment, and disaster relief programs accounted for the largest share of the cuts. Specific examples include frozen maternal health grants in Michigan, halted education research funding in Mississippi, and delayed assistance to minority farmers in Iowa. California, Texas, New York, Illinois, and North Carolina experienced the highest amounts of interrupted grant money, according to the Lost Funds tracker.

The $177 billion figure represents nearly 10 percent of federal discretionary spending. The tracking tool's organizers said the scale of disruptions exceeded typical shifts that occur when administrations change. The tool relies on data from USASpending.gov, an open federal spending database, and will be updated regularly as new administrative actions and court rulings develop.

In some cases, courts have ruled against the administration's grant funding cuts. The States United Democracy Center describes itself as a nonpartisan organization dedicated to the rule of law and free, fair, secure elections. Grant Witness is composed of scientists, researchers, and attorneys documenting funding changes under the Trump administration. A White House comment request was sent regarding the analysis.
